A PROJECT OF THE "YOUTH, THE MEDIA-SAVVY" TRACK

Observatory of Hate -

See. Monitor. React. (a grant project; 2026)

This project is being carried out from March 10 to August 10, 2026, thanks to a Rapid Response Grant (Dotacja szybkiego reagowania) under the Batory Foundation’s Equal Rights Program.

This project is funded by the European Commission under the Equal Rights Program, which is financed through the CERV program funded by the European Commission under the “Citizens, Equality, Rights, and Values” program for the years 2021–2027

Funded by the European Union. The views and opinions expressed herein are solely those of the author(s) and do not necessarily reflect the position of the European Union or the Operator — the Batory Foundation. Neither the European Union nor the Operator can be held responsible for them.

The project is a response to the sharp rise in physical violence and disinformation targeting Ukrainians in Poland, which has been observed in recent months. Preliminary monitoring conducted as part of the preparation of the grant application revealed a clear link between the escalation of hate speech in Polish-language channels on Telegram and acts of aggression in the real world.

The project’s goal is to systematically monitor the Polish and Ukrainian information environments, detect harmful messages, and track their path from anonymous Telegram channels to the mainstream of public discourse. Concurrently, the project involves documenting specific cases of violence and conflicts motivated by hatred toward Ukrainians, as well as reporting on their subsequent legal proceedings to demonstrate the state’s response to such acts, in the form of a publicly accessible tracker.

As a result of these activities, a systematic body of knowledge will be developed regarding the mechanisms of disinformation and hate speech dissemination, as well as their effects. The project contributes to raising awareness among journalists, policymakers, and ordinary citizens, as well as to strengthening the sense of security among Ukrainians living in Poland.

QUOTES FOR THIS WEEK
THE MOST NOTABLE EXAMPLES OF HATE SPEECH WE IDENTIFIED DURING OUR MONITORING OF TELEGRAM CHANNELS THIS WEEK
  • NIEZALEŻNY DZIENNIK POLITYCZNY
🚔 A Ukrainian man was standing in the street in a prohibited area. When the police officer arrived, the man shouted, “F*** you, b****,” and called the Polish officers “f*****s.” He recorded the incident and posted it online. It’s time for deportation.
  • NIEZALEŻNY DZIENNIK POLITYCZNY
Well, dear Poles, maybe our government will take a cue from this and start selling off some of its assets to boost the budget? Or maybe they’ll end up with another failed investment like the CPK? 🤔 It’s always better to know where our money is going.
  • NEWSFACTORY PL
🇵🇱🇺🇦Yesterday in Poznań, Ukrainians held a group picnic outdoors. I wonder if they cleaned up after themselves??
